Weird experience with Range Rovers tonight on the Deagan...

Weird experience with Range Rovers tonight on the Deagan...
..so traffic was moving well in the left until someone who couldn't apparently find their gas pedal. I cut to the right and then I come upon a Range Rover which appeared to me that the driver was riding his brakes. That was until he stepped on the brakes, and I figured that it had rear fogs on.
Pass him, and about 5 minutes later, I come upon another Range Rover in the left lane, and the same experience, brake lights? No...another one with rear fogs on.
I couldn't tell whether these were the latest model, but the tailights were these:

I imagine that these are driver controlled and not on all the time, but WTF? Very annoying on a clear night. Range Rover experts, what's the deal?
Oh, and I did see the new '07 Supercharged model on the street yesterday...VERY HOT!

They are about 100G's, I believe. Funny thing was when the driver parked it in a banks parking lot during business hours, instead of on the street at a meter. Then goes down the street shopping.

I have a RRS SC and i never use those stupid lights specifically for that reason. Its like your driving behind someone in Florida (elderly) who drive with both feet on the pedals.

Deagan. sprain, they re all the same... You get an Islander who is afraid to move lanes
The sit in the left lane slowing everyone down.
Perhaps they came from British colonies and forgot we drive on the other side?

Don't see anything weird with that...
A) I 've seen plenty of dumb Audi owners with rear fogs on a clear night as well..
B) how do you know the owner didnt park in a lot because he was staying all day and didnt want the hassle of dealing with watching the clock and keeping quarters on hand?

Because the owner of the SC RR returned 45~50 minutes later with bags from the supermarket..
...stupid, why risk having your car towed for a lousy 25 cents?
My ex-gf managed a bank. Occasionally when their local contacted towing companies trucks had nothing to do, they would sit across the street from the parking lot. They would watch people pulling in to the lot, and where they went when they got out of the car. They would give the car driver 5~10 minutes to see if they were going to get something from the local Bodega first before going to the bank. If not, then they scooped up the car and brought it to their pound.
