Wow, very sad...and a common problem unfortunately..
..my gf is a HHA (Home Health Aid), and one of her clients lives in a building with a lack of heat issue.
The womans daughter has instructed her to open the stove, and turn it on for heat. I've advised her if she values her life, to bring an extra sweater, and don't even think of using the stove.
I also told her to suggest that the woman buys one of the oil filled electric radiators. Those are the best, as they won't ignite, and have a tip-over shut off feature.

we had someone call up with with a HEAP benefit from the state.
apparently she got 800$ for "house heating" and when we looked at her account we noticed she didnt have propane heat and she was "using her cook top as a heater." Not even the oven she was turning on the burners and letting them run.
