revving oddly during shifts - 2001 Audi TT 1.8L Quattro

revving oddly during shifts - 2001 Audi TT 1.8L Quattro
I recently purchased a 2001 Audi TT 1.8L Quattro. We bought it with some known problems, but those have been fixed.
In the last week, it has started revving when I'm shifting. I let off the gas and put the clutch down, and it revs. I thought, being new to driving manual, that I was doing something wrong, but it finally happened to my fiance when he was driving this morning. He also said it's taking far too long for the rpms to drop between gears.
Any idea what's causing this random revving? Has anyone else experienced this?
[History: bought Aug 28th, had the timing belt and water pump replaced immediately, last week, had the rack and pinion replaced (right side was leaking), the front cross member replaced (left side had damage), the front left steering arm was replaced, replaced all 4 tires, and alignment.]

Could it be a Toyota not a TT ?
Also check for obstructions on the floor area around the throttle pedal and give the pedal the one finger push (engine off) to see if movement is easy and returns all the way up. These are drive by wire cars and have no throttle cable or linkage.
