Rear bumper reinforcement woes

Rear bumper reinforcement woes
US 1993 Audi 90cs Quattro
Took my rear bumper off to fabricate the trailer hitch and the driver's side was so corroded that the bolt snapped off and when I pulled, the aluminum mount inside the bumper reinforcement also broke right out.
The bolt I can drill out and re-tap the hole, the bracket inside the reinforcement, not so sure.
I noticed that they're riveted in with three large rivets, does anyone happen to have a bumper reinforcement that you can drill out the rivets and send me the mounting brackets?
Has anyone attempted to repair these by cleaning it out and welding in a new piece?
Any guidance would be appreciated as I currently don't have a rear bumper attached.
