Car only starts in gear?

Car only starts in gear?
1993 B4 90cs Quattro Sport
Odd problem started yesterday when I got out of work. Car wouldn't start, just cranks and cranks.
It was during a torrential downpour and the car was sitting in 3" of water, so I figured I'd run the starter to move the car where I wouldn't be standing in a puddle to check on fuses and whatnot and the damned thing started right up!
It did the same thing this morning, no start with clutch depressed, starts right up when it's in gear and rolls...
I've had no time to do any diagnostics yet but has anyone seen this issue before and have any ideas?
Tonight I'm going to start with pulling the codes.
