PS Rack Seal. Forum Newbe

I have a question about the PS rack on my Audi. Ive had to rebuild my PS rack twice b/c the rotary valve housing seal keeps blowing out (seal for the steering input shaft into the rack). I rebuilt it the first time bc I had the engine out for a rebuild and I knew the tube seal (tube connecting to the tierods) was leaking a bit, so it seemed like a good idea with all the available room. After the first rebuild with a rack seal kit I got online, there was some noise from the rack i couldnt get rid of despite all the bleeding I did. there was no air bubbles in the fluid bottle but it sounded like trapped are in the rack even though the steering turned smoothly. I figured after some time it would stop but it didnt. after about a month the rotary valve seal blow out while the car was warming up (shoes, pants, pedals and carpet soaked in PS fluid). So I got another seal kit from a different source and did it again and behold after a month it happened again.
Iv read the rebuild procedure over and over on Alldata at work and theres nothing that stands out as far as what Im doing wrong.
Id like your opinion on what else I can try as far as process or part source.
