fans work without fuse 16 only

fans work without fuse 16 only
I have a 2002 tt 185. i had a timing belt break on me. I ought a 2000 tt that was wrecked in the rear. I swapped the motors. The 2002 is working again. The fans do not come on and the car wants to get hot. After reading for days i bought a new fan control module. Still the same issue. fans will not work.
if i take out mini fuse 16 fans both come on in low only. 2nd fan does not come on with ac on either.
Is it just my fans are bad? What could be the issue?
