Upshift paddle not working

Upshift paddle not working
New to the forum, just picked up a 2005 TT 3.2 DSG a couple months ago. One problem that came with the car was that the upshift paddle on the steering wheel does not work. The down shift paddle works fine. The gear shift lever in manual works for both up and down shifting.
Mechanic recommended a replacement steering wheel, picked up a used one, installed and no difference... upshift still not working. Same mechanic thinks it might be the clock spring, but can't seem to confirm it.... and has kind of given up diagnosing it?? Said to take it to a dealer... something I'm not likely to do!
Looking for any insight to this issue would be greatly appreciated. Thx
