2001 Audi A6 2.8L
It crank, but sounds very low and wont start as if it got a low battery.
I bought a new battery, but it still crank very low and no start. I jumped it with a big truck, still no start. I was thinking it may have a low power starter. But also, not sure. Someone heard the sound and says it sounds like a timing belt problem.
please can I do timing belt job myself? What are the tools needed and what parts do I need to buy.

If you $crew up the timing belt job, it can get expensive pretty fast.
Audis are not cheap to fix. You will need crankshaft lock, cam locking bar, and a $hitload of metric sockets. You will also have to put the front of the car in "service position"... you should google that and watch some youtube videos about doing timing belts.

For timing, checking the timing with the bar and pin might be part of the diagnosis. Actually changing the belt is maintenance. Best bet is to change the belt a day or two before it breaks. If you don't know when it's going to break or when it was last changed, best practice is to change it as soon as you get the car running right.
...and it's almost always an idler failure that takes out the belt. The belts do fail (teeth sheer off) but not as often as a tensioner or idler failure.

No, I don't have any code. I keep searching with many different OBD even including the one my friend brought over.
I could not find any... I keep getting No code stored in the ECU.
Please help. Could a bad starter cause this?

To check:
Turn engine to top dead center (mark on harmonic balancer)
Insert crank locking pin.
Use cam locking bar to check if the cams are in time.
If cams are not in time you must set timing:
To set:
Leave pin in place
Do not release tension on belt.
Use locking bar to hold each cam in place while loosening the cam sprocket bolts each about 1.5 turns.
Use a small puller to free the cam sprocket from the cam (pull on the spokes not the teeth)
Install bar to lock cams at in position.
Tighten cam sprocket bolts starting with left (drivers) side
Remove bar and pin
