2.0 tfsi - Low pressure fuel pump problem

To check the pump I connected the pump directly to the battery and everything is ok. Over 5000 rpm pump give 5 bars.
I checked the voltage before the fuel pump controller and behind it under engine load.
Before - 13.8V
Behind - 5V to top 9V
I suppose it is not enough? I connected another pump controller and nothing has changed. I was unlucky and I came across a defective pump module or is it supposed to be like that?
