How to re-attach plastic front seat backing?

How to re-attach plastic front seat backing?
Are there clips for the plastic piece that attaches to the back of the front seats, or was it glued on? Either way, mine have separated over time. What is recommended to re-attach the seat backs?

I used velcro with a sticky side.
I cut into small pieces and removed the glue backing and placed around the back of the plastic
.then pressed them into place over night with the help of the back seat head rest.
I did not want to permanently glue it shut. You never know when you might need to get in there.(was thinking about running monitors for a while)

I had to switch from the heavy duty 3m velcro to 3m vhb double sided foam tape. For whatever reason the velcro won't stay stuck to the plastic. The vhb is much stronger and seems to be holding well.

Bought two types of the super-heavy duty, outdoor rated, velcro style hook-n-loop type at Home Depot...pretty reasonable cost; holds up to 15lbs per strip and handles abnormal surfaces; on my To-Do list, so we'll see tomorrow. 
I had prior tried to apply a sealer product to it similar to RTV; didn't hold up.
