Leaking water through the hood release latch and onto driver side floor

Leaking water through the hood release latch and onto driver side floor
I am not sure what this rubber plug goes to but it's not water tight seal ik that but I'm not sure if the water is getting in from that plug or the windshield corner if anybody has any input on how to fix thus issue please let me know I greatly appreciate every bit of feed back thank you
