Banjo connections

Return line power steering banjo connector

Return line power steering banjo connector
This is the return line of steering rack to the radiator. The metal pipe and that rubber hose connection. Is that metal piece suppose to be stiff (stays in one place) or is it okay for it to spin around ?.

I have two Edelmann replacement PS hoses here. The one that attaches to the rack with the coil metal end and another that has a banjo and a rubber end. Both do not move or spin around.
