That said, the first time you use it you have to set it up within that 'test' menu screen to establish which port it will be using, and there are directions online or included with the dongle for specifically for this purpose of initializing it. Basically, it's a 'pairing function' between the hardware (dongle) and the software you downloaded. Once that is done... you do need to be connected to the internet, BTW, and it will attempt to verify/update the firmware version on the dongle. All of this occurs before you can actually use it to scan your car.
Start with the basics of ensuring compatibility with laptop, correct application/software version downloaded from website, etc., etc.
There are official Ross-Tech videos online to watch on how to set it up/use it, or you can go to their website for additional help.
One of the tricks-of-the-trade on laptops/computers is to turn it off for a minute (power cycling), then turn it back on again (reboot), which clears about 95% of connectivity and other issues related to the computer itself being the issue.

1. Plug the C-to-A dongle into the computer.
2. Plug the Ross-Tech unit into the car. Wait for it to change colors (I don't recall now.... red then yellow, or maybe green?). It is no more than maybe ten seconds.
3. Plug the USB-A end of the Ross-Tech cable into the dongle.
I have consistent success in getting the program to recognize the unit with this method.
