It's important to realize that repair estimate was almost certainly for a new, original equipment (OE) Bosch starter motor...meaning it is branded with the Audi part # and Audi rings on it, and no part for this car is gonna be cheap when you buy it with the Audi part # on it, especially if you source it directly from Audi dealer parts counter, etc. The OEM part...same Bosch starter, but w/o the Audi part #/logo/packaging, would be somewhat less expensive, and then there is also certified remanufactured options (also same Bosch part), or you can look at aftermarket alternatives to keep costs down, etc. Some aftermarket parts are good quality while others are not, so choose wisely...it's a starter motor and very difficult to change if it were to fail again, so you don't want it to fail again.
Unfortunately, replacing the starter motor on a Q7 is relatively difficult/involved process. I'd suggest you look it up online based on the particular engine in your Q7 just to see the process steps/different options on how to remove it, but if you can find a repair shop or mechanic willing to let you source the starter motor or cut you a deal, then that's likely your best option unless you are experienced in involved automotive repairs like this. It's a lot more complex to swap a starter motor on a Q7 simply due to where it is located / limited access to get it out, etc. It's not something you can just reach up from below car and remove it...nope. That's actually the other part of that repair estimate is the number of labor hours this job requires, and that's why your quote wasn't a 'firm quote', as they left some room in top end of the estimate to cover for any additional labor time required, which is very likely on this job.
Most mechanic shops want to source the parts themselves because they pay wholesale cost for it and then charge you the retail cost of part, so they make money just sourcing the parts they install. They'll claim this is how they control quality and can offer a limited warranty on their work, etc. There is some truth to that, but it's also about making a tidy profit. If you don't DIY heavily, talk to some other repair shops and/or mobile mechanics in your area to work up some quotes and see what you can do to keep costs down related to the starter motor. Labor rates/per-hour charges can vary widely as well, so keep that in mind as you talk to different shops, etc. Typically, a mechanic who does mobile repairs (comes to you) charges less as they don't have the overhead of a brick & mortar place of business.
I found several videos onine for Q7 starter motor swaps, so you shouldn't have too much trouble when searching based on your engine.

Most of the online videos I glanced at show the 'standard' method of going in from the right front wheel, which requires removal of airbox, air pipes, serpentine belt, alternator, motor mount, and then finally the starter motor can be accessed and removed, etc. The motor should be supported/lifted to remove the motor mount, if using this common/standard method.
A secondary method you can also find in couple videos online is going in from below the car and removing front driveshaft from the diff along with moving and/or removing multiple other different parts to gain necessary room/access for removal of the starter motor from beneath the car, but it's a fairly difficult job for a DIYer to do at home regardless of the method of access. It's just a lot of work to get at that starter motor and make a pathway large enough to remove it from car.
If I had to replace the starter, and was using the 'standard' removal procedure, then I'd also plan to replace the old motor mount with a new one during reassembly, since the motor mounts have never been replaced on my Q7. I save time/money where I can by not duplicating labor efforts unnecessarily, so I always look to see what efforts/preventive maintenance can be incorporated with the 'main effort' repair I'm doing, with my focus on the common wear parts failures that occur on the 4L Q7.
