FCP Euro Replacement Headlights?
You can look around for the VALEO part #, (dedicated threads on here include all the headlight housing variants part numbers) as VALEO is the OE supplier, and also sell it directly under their own brand.
Here's a link to a supplier that carries them all, but this is just a page I have bookmarked for my car's shopping list, so you may need to enter a part #, etc. to match up to your specific housings (bi-xenon, tri-xenon; they swivel with steering wheel, etc.). I am shopping for the Euro code housings (E-codes), and this is definitely the place to buy the real deal. All are bare housings unless it says otherwise in listing, and you'll see that the OE branded, 'loaded' headlamp is still quite expensive, but definitely less than Audi sells it for.

Be sure to verify what's on your Q7 currently though, as it's easy to see the part # sticker on the OE housings, and if you got the tri-zenon HIDs in your late model Q7 (Audi Adaptive Lighting), then you definitely want to stick with those better housings. An example part# for one side of tri-xenon, adaptive headlamps is 4L0941029AL.
Again, Valeo makes the headlight housings, be it halogen, bixenon, tri-xenon/adaptive housing, and Audi OE branded or not, and the one you are quoting as $900 is listed as the Valeo branded, OEM housing. That's the price diff from buying the Audi OE branded housing (same exact housing) that they also sell at nearly twice the price of the Valeo OEM housing you quoted. Neither listing implies anything is included besides just the bare housing/HID projector, etc.
Pricing is eye-wateringly high for the bare housings on these unless you find a specialty retailer like the one I linked above to buy the genuine/OEM part, or a deal on a set of used housings, which is unlikely. If you go look at pricing for used housings selling on eBay, they will definitely shock you how much they want for them, and most are sold as 'bare', so they can list the ballasts and/or control modules separately.

Same problem for Ford trucks...if you wanna go fully LED housings, then you gotta pay some serious $$$ to get some that actually throw some real light down the road, and are reliable, etc.44138 and 44137 are the reference #s for the Valeo OEM bixenon housings...that's the Valeo part #s. Good news is Valeo is a French company, and seems like most of these housings are made at their factory in Spain, at least from the ones I've seen stickers on. These are also less expensive than the tri-xenon housings by a fair bit:
