small shake when heavy braking

Other causes of shake specifically related to /from high speed braking includes the wheels not balanced well for the higher speed ranges and/or slightly bent rim issues possibly. Doubtful any problems with warped rotors, as you'd normally feel that directly, even at significantly lower speeds. Worn bits can also contribute by amplifying the resonance from, say, a poorly balanced wheel, etc.
I'd say the fact that you got new brake rotors and also new tires on car tells me you've got at least two, and maybe three likely issues as a result of those new tires/rotors installed, and hopefully you didn't keep the old brake pads/hardware and replaced only the rotors, as that might also create some issues if the worn pads don't seat flat against the new rotors, which you might not notice under lighter/normal braking. Rotors can, of course, also be flawed from the git-go, but you'd normally be feeling that through the brake pedal as well as in a 'shake' through the vehicle if the rotors have some runout in them. It is very important to clean the wheel hub to prep the mating surface prior to mounting new brake rotors to the hub, so there's that as well, if it didn't happen.
There's a whole bunch of related threads online for this topic on the 4L Q7, the 4M Q7, etc., etc. Start with the easy stuff based on the recent work done is my suggestion, as those are the most likely 'high-speed/heavy braking shake' producers, IMHO. Do remember that heavy braking is going to place a lot more stress on components like the sway bar bushings/end-links, which are both wear parts that need to be replaced periodically, and that even a small bit of wear/ wiggle in multiple suspension components can be amplified/resonated when traveling at higher speeds, etc.
Pay close attention to the tire mounting TSB though, and ensure anyone who touches your wheels knows about it and follows the procedure correctly....which does not include using a torque stick on an air gun to lock down the wheels....long live the torque wrench!!!
