A4 1.8t blown timing belt

Alex,
I have this Audi in my driveway that I put an engine in and I am stuck.
I was hoping that you could do me a HUGE favor and put this out wherever on
the web you might think I could get some help.
Here's the situation:
1999 Audi A4 1.8 liter turbo.
Timing belt broke, snapped off a valve, trashed the head and one piston.
The car sat for a year and a half.
The engine was rebuilt with another head (long block)
It is back together and in the car.
Idle is steady at 700 - 800 rpm but rough.
Exhaust sounds are equally not smooth.
It pulls a steady 20"hg at idle (which I believe is low).
Otherwise the vacuum gauge indicates normal response (including boost)
It will rev to higher RPM without load but is sluggish off idle.
When driven, power is limited off idle but gets better with rpm.
Changing plugs had no effect but the plugs indicate that the mixture is
rich.
Check engine light is lit during warm-up and then blinks.
Timing crank to exhaust cam is correct.
After one lap around the block (averaging 3000 rpm), several spots on the
first cat were starting to turn cherry red.
Before I spend more time (or head for the dealer), I was hoping that you
