OK...the "bolt" that is supposed to hold down the spare wheel is to short!....

I have the same problem...
...the hold-down screw is too short for the 15" wheel.
I mentioned it to my dealer over the phone, and he seemed to indicate that Audi occasionally provided the wrong part. I have my next service appointment in a week from now, and will see if they can hook me up with the correct one then.
So, I would suggest you complain to the dealer.

That's exactly what I want to do, but I can't seem to be able to get the thing apart.
