OUT OF ROUND TIRES
How will the mechanic know a tire is out of round vs out of balance? Brand new vehicle - tires "balanced" 3 times and still have vibration. Everyone say that prior place didn't balance correctly. Any suggestions?

This machine is only as good as its operator
They have to know how to set it up (properly), and they have to know (or care) what to look for. The whole purpose of this machine is to eliminate any potential problems before the tires go on the car in order to eliminate call-backs. Sounds like both of you had a less then stellar tech. :-(
