can i safely run a 205/55R16 89S on a 1999 a4 - 2.8L quattro?
i'm looking for inexpensive tires, soft ride, etc...
my question is, the dealership tells me that the OE spec is 91H, but the 89S is listed as an option for my car on tirerack. can i *safely* use this rated load/speed for my vehicle? if so, what would be the recommended pressure?

Depends on your definition of safe.
Will the tire suddenly blow out because of the lower speed rating? not likely... Will it have mediocre steering response and poor handling in an emergency situation such as a lane change or hard braking? Yes. I would consider the latter to be less than ideal.
