05 A4 avant overheating issue

I have owned the car for about 2 years now and the problem started happening recently. The car is fine in non-stop traffic but starts overheating pretty quick when in traffic. I also noticed the fans don't turn on when it starts overheating, Which i'm guessing is the problem. What I would like to know is if it could be an electrical problem or the motors themselves have crapped out.

If you turn on the aircon, do the fans run?

Well check fuses, check for power at the fans with the a/c on and running. If you have no power it could be the fan control unit placed above the fans.
