Those top wheels are available as an accessory wheel (winter fitment), so should be widely available eventually. It's all a bit new at the moment. The part number is Z8W9073218 8Z8. That is the part number for the set of four, mounted with tyres. Michelin PA4 amazingly.
They may, or may not sell them as a wheel alone. Audi are inconsistent on that.
You are more likely to be able to source them from Germany than the UK. There are some big part sellers on eBay, and they do ship internationally. Perhaps try a forum search. I would ask Audi of America's parts division if they plan on bringing them in. That may be cheaper. It seems ridiculous to only have one wheel available for the Allroad in the US.
The bottom wheel is an option wheel only; it doesn't seem available as an accessory wheel. Will make it harder to find. Don't know the ET, but if not the same, likely to be a slightly higher positive offset than lower due to the increased wheel width.

Interestingly, the bottom wheel (Y-spoke wheel) is available in Canada as an option as part of 'Sport package'. I'm in Canada and I've ordered an Allroad with those wheels. Not sure why there is a differences on wheel options between the US and Canada. The plan is to use the Y-spoke wheels, which are 19" wheels, for the summer and purchase separate Audi 18" wheels for the winter - just don't know which ones as of yet.
Perhaps the issue is that Audi are weirdly fitting these wheels with Michelin Pilot Alpin A4 which are high performance winter tyres. This can be important in Germany, as most winter tyres have low speed ratings, and PA4 are one of the few that are V rated so you can burble down the Autobahn at 240kph. But this isn't so relevant for NA, and perhaps a winter tyre optimised for snow/ice traction is more desirable than a high performance tyre optimised for dry/wet road traction and braking performance?
But then, I have just seen a B9 S4 Avant on an 18" winter wheel set. And that had speed limited Blizzaks on it, admittedly a snow chain capable setup.
Perhaps if you find out what Audi Canada propose for your Sports pack version in winter, you could post the info here?

The 19" Canadian Sport package wheel is the same design as the 20" wheel included on the 2017 Q5 Season of Audi package - does anyone know how the Q5 wheel offset compared with the allroad?
