Shorty 5150

Car ran out of gas on me. The next day i was getting pulls when i shifted gears then car just died. Did not want to start I parked it and came back several Hours later and it started. I read several forums and have done the follwoing.

Changed Speed control censor
change fuel pump filter;
changed fuel pump relay

notice i dont get any power from the relay to the fuse that goes to the fuel pump did several electrical test including running a bridge at the relay location to see if the fuel pump would start and it did,
Not sure if im even asking the right questions just know that ive exhousted all my options. I noticed voltage level low at fuel pump fuse only 3.4 but when i jump the relay i get full 12v so what ever tells the relay to trigger power its not doing it i bought new relay and that did not fix the problem;

you need to get the car scanned to see what errors it is throwing, my b5 did that on me and it ended up being some resistor look a like thing in the ecu, fortunately I carry vcds with me all the time so when it happened to me, I quickly scanned the car and had the issue resolved in about an hour.
