Viscous fan clutch issue?

Viscous fan clutch issue?
A few weeks ago my viscous fan blade decided to come apart and exploded in my engine bay. I drove for a couple weeks without the fan on short trips of around 4 miles never exceeding 2500 rpms. I got the new fan, radiator, and did a timing belt change along with fixing my ac. I noticed a noise coming from the vicinity of the viscous fan and it comes with engine rpms. Its seems to be creating drag on the engine. Could driving with no fan blade on there have ruined the clutch?

No. Not having the impeller puts less stress on the clutch.
Is there a possibility that the bolts holding the new fan are too long and creating a drag? Did the fan spin freely before the belt was installed? Did all the other loads on the belt spin freely? Is the tension too tight?

I reused the bolts so I know that's fine but the fan will not spin freely. Im guessing that the impeller coming apart was due to the clutch failing and not the other way around.
