Default 2002 A6 3.0L Quattro - stalled out, now won't start.

After a couple of weeks of intermittent heavy rain, on stopping to back into my driveway the car stalled. It restarted maybe 3 or 4 time but immediately stalled under load. We pushed the car into the yard.

Suspecting the crumbling vacuum lines for some time I set to replacing them with Silicone lines first. This did not help - still no start. BUT now, after about 10 seconds of the ignition key being ON, the radiator fan now starts to run at high speed!

The cabin humidity had been very high so obviously water has leaked into the car, but I'm not sure where the leaks are. I say leaks, plural because I know some came through cabin air vent fan area. I cleaned the plenum in front of the firewall to clean the debris and check patency of rubber pinch drains.

Next, I checked the Fuel Pump fuse and relay. Fuse is intact.
I lifted the back seat and listened for the pump at ignition ON - no sound.
Pulled FP relay and checked it with external power supply & digital VOM - it's OK. Terminal 30 on relay panel socket shows 12.8V.
Checked voltage at supply side of FP fuse - it shows only 3.6V !!!!!!
Ran a test 12V line from terminal 30 directly to pump - Pump runs fine.
Cranked engine like this (with test 12V supply line) - no ignition or attempted fire.

I have not discerned if terminal 87F of the FP relay delivers 12.8V or 3.6V, or if the voltage drop is somewhere between there and the FP fuse (S228 - 20A), because I don't know where else the current goes between terminal 30 before it finally arrives at terminal 87F and then the fuse. *** Is this possibly caused by a ground fault?

Opened the E box. No water visible. ECU fuse (40A) fuse is OK. I pulled, opened and checked the relays in the e-Box: All check OK but the small relay#195 has signs of running hot.

I also did the ECU reset by disconnecting the battery and shorting the two primary Power leads to drain any capacitors, and in addition did the lockout /disabler trick electronically and with the door key. All to no avail.

I haven't checked for spark because I'm not sure how to check with the coil pack system.

I'm now thinking either cam or crank position sensor or both. But neither explains why FP relay only delivers 3.6V to the fuse.

Any help from more knowledgeable people would be appreciated, please. Thanks

If the output of the FP relay is only 3.6V, with eth input at 12 and the relay closed, you have a bad relay.
