Wondering is someone can tell me if the key cylinder has a metal flap which typically covers the key opening (like the exterior doors) or is it normally open?

Secondly, there is a black wire which comes off the switch near where the key is, not the electrical part that runs up over the steering column and goes to an open plug. What is this for and should it be disconnected?
