Cabrio still overheats. Help please.

I'm pretty sure the second and third stage fan relays on the cabriolet were moved from the fusebox that lives under the hood to the relay panel that lives under the driver's side lower kick panel. Why? Who knows. The Bentley says they are in the wrong place.
Try relays #17 and #18 under the driver's side kick panel.

Well, replaced the 213 relay, and the fans still do not kick on when temp rises. Heat works great, full circulation. Next, I'll find a replacement 217 relay (slot 18 under dash) and see if that solves the problem. I'm assuming my thermostat is working properly because coolant is circuiting throughout the system.

It the hose on the passanger side, which goes down low in the radiator get hot after the temperature gauge reach the middle, so the thermostat is opening.

Still Cant get fans running properly. Have replaced relays 213 and 217. Checked wiring on the resistor panel per the wiring diagram, and checked and cleaned all the ground connections. All fuses checked. Both fans run low speed when ac switch is on. Nothing runs when 2nd speed temp is reached. Both fans run high when 3rd speed is reached. Changed the fan temp control switch today. Now low/ac still runs, but still nothing at 2nd speed temp, and now nothing at 3rd speed either! I'm at a loss for what else it could be. Am I missing something?

Have now also replaced water temp sensor, cooling fan switch, and coolant temp sensor. No change. Wired a two position switch in the cabin to override second and third speed fans. with third speed running constantly, it keeps temp at about 12 o'clock at best, but keeps it from overheating. Engine seems to get to temp quicker now, also. Good heat in cabin. PO did water pump (he says), so probably not the culprit.? Could thermostat be stuck partially, restricting flow? A leak down test was suggested to see if exhaust might be getting in to the system. Any other ideas?

Thermostats definitely stick. Sometimes all the way closed, sometimes partially. Legend has it you can change the thermostat without taking off the timing belt but I've never done it.
