This may be a stupid question but will it work without the converter? Can I just wire the 13pin to a 4pin with the wires that are needed and plug it in? (I have 13pin and 4pin plugs already)
I don't know all that much about towing electrical so just wondering why it needs that.
I'm not pulling a trailer I just carry my dirtbike on the back with one of those bike haulers. I want to put lights on it though because the wheels of my bike stick out over the tail lights a bit making them somewhat hard to see. Before some idiot rear-ends me and potentially destroys the car/hitch/carrier/bike and then blame not being able to see my tail lights I figured it safest to just put some simple lights on the carrier. Also don't want Johnny Law busting my ***** about it should he be in the mood to ruin my day. So again do I need that power converter to make that possible?

For tail lights, pick pin 5 or 7. Either one will work, but you don't need both. I don't know why they separate these signals on the 13 pin Euro connector.
You need pin 6 to make the trailer brake lights work. As noted in the chart, the 3-2 converter combines the brake light and turn signals. On simple US trailers, the brake lights are basically both turn signals on at the same time.
