I don't think so. VWAG is a huge world-wide car manufacturer. It will take more than the US EPA to end VWAG.
Sorry, your wife won't be able to buy a new Audi Q5 TDI unless Audi dealers nationwide have a few new 2015/2016 TDIs stored on back lots under the Stop Sale order and you are actively searching and staying in contact with a dealer or two who have one.
I have an '09 VW TDI covered under the 2.0L TDI settlement. Back in the summer when I learned the details of the proposed buy back I decided it made more sense to allow VW to buy back my high mileage VW TDI and buy a newer one.
I searched the nation using autotrader.com and cars.com and found only two 2014s with low miles. The cars had been service loaners at a dealer in Sacramento and near Boston, MA respectively. Both were overpriced and the dealerships knew or guessed that a buyer would eventually receive a cash settlement from VW so they wouldn't negotiate much.
I wanted a TDI and decided to find an Audi w/3.0L TDI. In early August there were a few around the country that had been Audi service loaners. They had been on short leases to dealers so technically they were used cars and could be sold. I found and bought a 2016 Q5 TDI from a dealer in St. Paul, MN. It had been on a three month lease and had 2800 miles.
Within two or three weeks of my purchase all those cars disappeared from the ads.
