And you haven't cleaned or dusted down there in years, have you?
Unbolt seat track from floor, clean things up, and go to any machine shop. Should be $20-40 for them to drill out the rest of the bolt (if they can't put a slot in it and spin it out) and replace it with a new high grade stainless bolt. Assuming you're not overloading the seat and something else won't go.
A body shop with the right tools could do it also, but a machine shop is more likely to have a grinder or metal drill that is right for the job.
You can probably guess what a "proper" replacement seat from Audi would cost.

As far as the dust, I live in the desert. I could detail my car and have a layer of dust on it in less than 30 minutes.
