When I attempt to enter my destination verbally my system seems to have difficulties. I following direction but to no avail. Example:
36-41 28 St.
Long Island City, NY

My directions were "Enter Address ..3.6.4.1.2.8.street. Long Island city New York".

Results are varied, rarely with any results even in New York City. Should I be entering New York, New York instead, I've no idea. I tried resubmitting my voice with the system and still have the same problem.

I don't think LI City or other neighborhoods of NYC are recognized as a location. Try "New York, New York" or maybe "Queens, New York".

According to google maps, that address is in Queens, NY, so I would try that instead.

Also, not sure if the voice command understands a spoken "dash" in the address but you could try that as well.

Strangely I pressed the system until I got results. Mind you I know I'm dealing with a computerized system but the results I was receiving for so ridiculous. The system would have difficulty with the city of New York as a result and repeatedly give me some variation of New.... this or that. I think part of the problem is address like 28-14 147 Street. None the less I finally got the right results, I'm hoping the system is becoming more adept if that is possible. I say that because I started having less problems in getting understand my commands.

There should be a voice training option in the MMI Setup > Voice Command > Individual Speech Training. This will help the MMI understand your commands. Here's some tips:
