Default Boost issues

I was driving my stg 2, boosting around 18 pounds with my GIAC chip last night and it started spiking at 20 pounds, and dropping and holding around 11 pounds though the RPMS. And then i would try and get on it again at a stop light, and it would only boost 7 pounds as if there where no chip. I parked it turned it off, started it back up and did the same thing going from 18 pounds to 11 to 7 pounds.
Any imput would be much help, i was considering its the turbo's, wastegates, or software issues. But any help would be great.

Default the psi is limp mode most likely. Check for codes, and pressure check. Have you changed...
