The encryption board(the large board that contains the chip) is socketed and can be removed by
carefully pulling up. I never heard of encryption board issues, but have personally had a chip problem. It removes by sliding the black plastic piece that surrounds the chip so it unclips the chip eprom. I've got a chip by itself for sale if you need one.

There should be a socket soldered onto the board that the encryption board plugs into. The board on
a GIAC shouldn't be hard soldered, only the socket pins that it plugs into.

No problem now, but many ESD problems are not catastrophic, but latent.
The smallest static charge can damage circuits but they won't fail for some time after.
When I was at GM Defense, nodody was allowed near an electronic box unless they were grounded or the box had ESD covers on all its open connectors.
It's just good practice.
