S4 woes.... Stage 1 GIAC, boosting around 21 psi then goes down to like 10 psi then back up again.

S4 woes.... Stage 1 GIAC, boosting around 21 psi then goes down to like 10 psi then back up again.
I have also noticed part throttle hesitation.
I have pressure tested and logged it. I logged the throttle angle and it stays at 100 when this happens.
My only ideas are Throttle cut or Boost leak.
Any more ideas ?
