Ok- As stated above $50 to whoever's suggestion fixes or leads us in
the right direction - I will 100% honor that statement so I will post up tomorrow and let you guys know how we did.
BTW what wiring diagram showed you pin 54? I'd love to have that diagram!

The VSS signal is sent into the cluster (input). This is what runs your speedometer. If your speedometer is working there is no reason to mess with you VSS. Clearly a signal is making it into your cluster.
After the signal enters your cluster it is then sent out (output) to your ECU. This passes through a 10-pin brown connector (pin 3) at your e-box plenum chamber. Then passes into pin 54 of your ECU. The wire is white/blue.
1) Locate the brown connector, leaving the connector plugged in, connect a circuit tester to pin 3 and ground.
2) Jack up the left (drivers) front wheel
3) Turn the ignition on (car in neutral) and have someone rotate the wheel.
The light should flash as the wheel spins. If it doesn't you may have a break in the wire between the cluster and the connector. If it flashes, test again at the ECU. HTH!

FIXED!
It was the damn central locking module.
Apparently there is a wire that feeds back to the locking module - once the car is in motion, it tells the module to lock the doors.
We cut the wire and it worked.
The stupid body shop let my car get soaking wet - the module is corroded which is why this wacky crap is happening.
My hazards go on for no reason sometimes, windows roll up and down on their own, among other things.
