Nothing "kinda sorta" about it. A new car must have a Monroney sticker to be sold in the US.

Look in the paperwork your dealer gave you. My dealer removed the sticker as a courtesy and gave it to me with the other papers.

I explicitly asked about it and was told that "it didn't come with one and they weren't allowed to print one yet".

I'm aware of that, no idea if they are as well. The order & delivery process has been nothing short of a disaster so breaking the law during the sale of a vehicle doesn't come as a surprise, nor do I suspect they'd actually care.
