APR quotes 408 awtq and 401 a awhp stock. I wonder the reason for the diff?

For one thing different types of dynos.
APR uses a Dynapack dyno the OP is on a Dynojet.
FWIW Dynojet is with the car tires on rollers Dynapak bolts right to the wheel hubs.
