Ok, finally fixed the issue. Traced the signal and found one of the small clip on connections to the sending unit was not making consistent contact after cleaning an slightly crimping the clip I reinstalled and got resistance values consistent with the fuel tank level at pins 2 an 3 which go me working when the harness was reconnected
