If a wheel is stamped 8J x 17 does that mean it is a 8" wheel width??

If a wheel is stamped 8J x 17 does that mean it is a 8" wheel width??
I'm looking at a set of wheels that have that stamped, but are they truly 17 x 8 wheels or are they 17 x 7.5?
