Default Are they stock or aftermarket? What model year is your car?

1996 is unique, 1997-2001.5 is about the same process. There's a tech article on www.12v.org in the mini how to's and another one on AW. If you have a 96, then I'm not sure you can program two remotes for the stock system. My car only came with one.

Default Try this....

Programming the Audi Key -
If your vehicle has been standing for a long period of time (you have not activated the locking system for about seven days), the infrared receiver will automatically shut off to save the battery energy.

To reactivate the receiver again, you must first operate the transmitter button and then unlock the vehicle with the key at the driver's or passenger's door.

Security codes
If the doors do not unlock when the infrared transmitter button is operated, it is possible that the security codes of the key and the control unit in the vehicle are out of synchronisation. This can happen if the transmitter button on the key is operated repeatedly when out of range of the receiver.

The security codes will be resynchronised automatically if the car is unlocked by turning the key in either of the front door locks withing one minute after unsuccessfully operating the transmitter button.
This will make the system fully operational again.

Programming control unit with key codes (transmitter codes):

The key codes are programmed into the control unit for the central locking system at the factory. Reprogramming is only necessary in exceptional cases.

If certain repairs are performed on the central locking system, or if lost keys are replaced or additional keys provided, it is necessary to program the new transmitter codes into the memory of the control unit.

The memory can store the codes of up to four keys.

To program the codes into the memory, proceed as follows:
1. Insert any of the car keys into the steering lock and switch on the ignition.
2. Lock the vehicle with another key on the driver's or passenger's side. Remove the key. (It is advisable to use the key whose code you are going to be programming into the memory).
3. Point the key whose code is to be programmed at the infrared sensor and briefly press the transmitter button from one to four times. Pressing the button once will program memory position No. 1, pressing it twice will program position No. 2, and so on.
The sequence of the transmitter pulses must occur in one second intervals, but note that the sequence of up to four pulses must be completed within five seconds. The anti-theft alarm will sound the horn briefly after each signal to confirm proper reception.
4. Wait five seconds after entering the last pulse, and then press the button once again. The vehicle will unlock and the programming is finished.

The programming must be completed within 30 seconds after locking the vehicle (step 2). Otherwise, you will have to repeat the procedure by relocking the driver's or passenger's door.

Note
You must program the described procedure for each key. If you do not know which location in the memory is still open (for example, when replacing a key), it is advisable to reprogram the codes of all available keys into the memory.
