Flutter noise at around 3k RPM

Flutter noise at around 3k RPM
First, im new here so dont hurt me if this has been discussed before.
While driving their is a flutter type noise seemingly coming from the Diverter Valve around 3000 RPM. not sure whats going on there, but it seems to be a ECU controlled flutter. anyone know what this is and if theres a inexpensive way to eliminate this?
