Failed SAI Pump (P1411&P1423) Causing P0423 Cat Code?

Two weeks ago, I started to get the P0423 Cat code as well. I don't think my Cat is dead. Pre Cat o2's were swapped out 2K miles so rule that out. If it's because of the post cat o2's then the Cat must be dead but I have no code for Lambda sensors.
So questions are...
1) Is the Cat code being thrown due to the SAI Pump not heating the Cats up on cold starts?
2) Noticed when I started car with the front jacked up that some water (from combustion) was dripping from the double clamp between catalytic pipes and the center muffler. Leak possibly throwing code?
3) Or is it just the Cat in bank 1 is bad?
Before I began trouble shooting I figured I'd reach out to the Forums see if someone else ran into this and can save me the PITA of poking around.

IMO the secondary air inj. cannot be the cause of P0420-p0424 cat codes. some people get those pumps coded out but leave the cat codes intact and dont have issues with it.
What i would do is drive the car hard and for a long drive. Maybe during an oil change, the oil was slightly overfilled. blocking the cats pores. A long continuous drive MAY help it.
other wise getting thr cats coded out will be cheaper than actually replacing the cats.
