2002 Jetta questions.

I have no DBW experience, and I assume lots of the DBW stuff you guys know applies.

Vortex is only useful should I want to paint my calipers or buy a bodykit, which wil remain unpainted for all eternity.

The car will quickly build to 20psi ( chipped ) and then drop down to 5 psi or so.

Car has a HAI, and what looks tobe a stock DV. I assume the TT DV will work ( anyone have a part number? ), and should I look for something else here?

Can I log throttle posistion on this car?

Definitely sounds like overboost induced throttle cut or limp mode.

You can log throttle position with VAG. Block 003, I think.

Its hitting limp mode

All 2002 Jettas are DBW, AWP engine code 180HP. I'd start with checking the operation of the wastegate and wastegate solenoid. The TT BPV is the 710N.
