Default At rest the throttle should be a bit lower than the brake...

so that when you are on the brake, its easier to roll the foot over to stab the fun pedal.

You want the lower left edge to extend toward the brake as well, again making it easier to roll the foot over.

To visualize it, you will only be 'heel-toeing' when you are already on the brakes, so that pedal will be partially depressed...you don't want your throttle (at rest) to be much higher at that moment.

Default when the brake pedal is pressed deep, the throttle pedal sit a little higer

Both should not be level when the brake is slightly pressed. Because you don't really heel-toe when brake only slightly pressed. You always setup the position when brake is almost fully pressed, because for race, you brake on straight into corner, brake is pressed hard. You heel-toe to change gear.

Default I would want it as close as I could get it to the brake pressed hard if you track the car

Close to the brake pedal pressed slightly-moderately for a car only driven on the street.

Default all these guys are right...

c is probably the best basic description, but its a matter of personal preference. i like the pedals to be even when i'm hard on teh brakes. that way i can just roll my foot over a bit to match the revs. i find it much easier to match revs when i'm hard on the brakes before a corner, as opposed to just rolling up easy to a stop sign.

Default you can't unless you have aftermarket pedals such as Sparcos

if you install Sparcos, you can install different spacers (washers) between the stock pedal and the new pedals. That way you can change the number of spacers around on each pedal until you have a comfortable setup. You'll probably need to get longer bolts than the ones Sparco provides so you can fit the spacers in.
