BOOST PROBLEM

I have a 2000 a4 atw 1.8t. I have Apr carbonio intake Apr front mount Apr turbo inlet hose Apr TB hose Apr R1 DV. Brand new ko4 with manifold and cat delete it has a chip but I don't know what brand... I have replaced all check valves all vac lines n75 pcv valve. I can not get this car to boost for the life of me. My boost garage reads 25-30 in vacuum at idle.. I get 5lbs of boost sometimes if I roll into boost slowly it spikes to 15lbs. Some days I get no boost and is very sluggish. I'm thinking new DV OR EGR and new TB. Only check lights are o2 sensor #2 and coolant temp sensor. These just came about after cat delete and new coolant flange replacement kit.

I'm open to any ideas please.
