FINALLY!!!
Turns out that the 97' MAF cannot properly measure the amount of air the KO4 is demanding. It sends a signal to deliver too much fuel..Presto! Instant flooding!
I tried everything to fix it. Around that time, my timing belt broke. I decided to rebuild the engine top and bottom, changed O2 sensors, changed MAF sensor, changed FPR, tried 3 ECU's and 3 chips, cleaned my injectors, brought it to Hoffman Audi... NOTHING HELPED!
Then I posted my problem here on AW again. Someone informed me that sometime in 98' Audi changed their MAF to be able to meter a higher volume.
Picked up a MAF from the junkyard, and BAM! Completely fixed! No stuttering, No flooding!

To top it off, when he went to test drive it, he broke my light switch lever and tried to have me pay $165.00 for it to be fixed. After about 15 minutes of arguing, they finally replaced it at their cost.
