Somewhat less hastle would be to first remove the top plastic cover of the steering collumn shroud. You should spot the horn wire as the single one going towards the back of the steering wheel. There will be an electrical connector for that wire (at least on my '96) which if grounded, ignition on, should make the horn work. (Caution: don't mistake the airbag wires connector, which is much fancier, with gold-plated contacts and a special spring to short the contacts when disconnected). If the horn does work with the wire shorted to ground, then the airbag module will have to be removed next. With that off, you'll see another horn wire with a push-on connection. Do the same grounding test with that one, and the horn should work. If that makes the horn work, then inspect the horn contacts under the airbag mount. If however, it does not work, the problem will probably be the spring-loaded contact that rides on a circular brass contact.
Your airbag module is attached differently than my earlier model, so maybe someone else can advise on that.
