Yes it's normal on some A4s
What year? The early A4s had really poorly designed remotes. I replaced the unit on my 96 A4 with good results. (See the faq for more info.) I don't think that the range got very reasonable until 2001 versions.
There is also a TSB from Audi about the 97 through 99 (I think) remotes that repositions the receive antenna from in the C pillar to inside the rear bumper.
