not making boost

i just got an apr 91 octane program ecu. installed it and felt no change. put back the stock ecu, hooked up a boost gauge, reads less than 1psi max...put back the apr ecu still less than 1 psi, 19inches of vac. checked all boost pipes, everything is intact. what could be the problem? any ideas.

also could be leaking waste gate

had a friend that had some problem, car felt a bit sluggish so got apr chip, no change. checked pipes, nothing. took apart the turbo and found the the wastegate was STUCK open. replaced wastegate and WOW!!! lets just say the difference between 1psi and 15psi is AMAZING! hope this isnt what uve got, took a while to fix, but got it done and did NOT have to replace the whole turbo so that was good

well i have a forge 007p with the yellow spring so that shouldnt be a problem. i had the whole intake tract, boost pipes all that off last night inspecting them, checked the turbo inlet and very minimal shaft play so the turbo seems fine took apart the d/v and cleaned, re lubed it... would it be worth changing the n75 before getting crazy checking the waste gate like the prior post says? and which n75 would be best. i have a AEB code.
